Importing Racking from China to Mexico: Duties, NOM Compliance and the Nearshoring Warehouse Boom
Why Mexico is buying racking at record pace
Nearshoring has turned Mexico into one of the fastest-growing warehouse construction markets in the Americas. Manufacturing and distribution space along the Bajío corridor, Monterrey and the Mexico City metro keeps absorbing capacity faster than local racking supply can follow — which is why Chinese-engineered systems, priced per pallet position rather than per 'project', are winning specifications.
Mexico has no free trade agreement with China, so imports clear at general (MFN) rates — but even with duty, freight and installation included, engineered systems from audited Chinese manufacturers regularly land 25–40% below local fabrication for automated high-bay projects.
Classification, duty and IVA
Steel storage racking is most commonly imported under HS 9403.20 (metal furniture — racks and shelving); some structural mezzanine or building-attached configurations are classified under heading 7308. The general import duty on 9403.20 from China has historically been around 15%, but Mexico adjusted tariffs on a wide range of goods from countries without trade agreements in 2025–2026 — have your broker confirm the current rate for the exact fraction arancelaria before you fix the budget.
On top of duty, imports pay 16% IVA at customs, calculated on the customs value plus duty. IVA is creditable against your Mexican VAT position if you are registered — it is a cash-flow item, not a cost.
Your customs broker (agente aduanal) is not optional in Mexico: every import clears through a licensed broker who files the pedimento de importación. Choose one with steel/project-cargo experience at your port of entry before the vessel sails, not after.
Standards: NOM-006-STPS and what insurers ask for
Mexico does not have a dedicated racking design code like AS 4084. In practice, automated and high-bay projects are specified to FEM 10.2.02 / EN 15512 or RMI MH16.1 by the integrator or insurer, and workplace safety obligations sit under NOM-006-STPS-2014 (handling and storage of materials), which requires equipment to match the load and operating conditions, with maintenance and inspection records.
The document file that satisfies insurers and safety auditors is the same evidence chain we describe in our Australia guide: component test reports for the exact profiles quoted, project-specific calculations, capacity tables and load signage. JISE manufactures to FEM 10.2.02 and EN 15512 with independent verification — see our standards library.
One Mexico-specific design input: seismic. Much of the country's logistics capacity sits in seismic zones, and rack design must take the site's seismic classification into account. Give your supplier the project address — seismic inputs change upright and bracing selection.

Shipping, ports and lead times
Racking ships flat-packed in 40HQ containers, typically FOB Shanghai. Pacific routings serve Manzanillo and Lázaro Cárdenas in roughly 18–25 days; Gulf-side projects clear through Veracruz or Altamira in approximately 30–35 days. Production lead time runs 20–45 days after deposit depending on system complexity.
Container loading quality directly drives installation speed: JISE packs in erection order with bay-labelled bundles and provides the loading plan before shipment. For automated systems, our crews install or supervise — a 25 m four-way shuttle system we delivered in Mexico was installed by JISE's own overseas team.
What to put in your RFQ
Five lines change the quality of every quote you receive:
- Project address (city and state) — seismic and wind inputs differ across Mexico.
- The design standard your integrator or insurer specifies: FEM 10.2.02 / EN 15512 or RMI — and a requirement for independent test evidence, not self-declarations.
- Unit load details: pallet type (GMA/CHEP/EUR or local), loaded weight, temperature range.
- Installation scope: supplier crews, supervised local install, or frame-only supply.
- Documentation for the safety file: calculations, capacity tables, load signage, as-builts.
JISE's record in automated racking for the region
JISE has delivered a 25 m four-way shuttle racking system in Mexico and multi-hundred-thousand tote-location robot-compatible racking programs across Poland, the UK, Korea and Australia for global warehouse robotics integrators. Automated racking is our specialization: rail straightness, lane tolerances and batch consistency engineered for the robots that will run on it.

Frequently asked questions
What duty rate applies to racking imported from China to Mexico?
Mexico has no FTA with China, so general (MFN) rates apply. Steel racking is commonly classified under HS 9403.20, which has historically carried around 15% duty — but Mexico revised tariffs on many non-FTA imports in 2025–2026, so confirm the current rate for the exact tariff fraction with your agente aduanal. Add 16% IVA on the customs value plus duty (creditable for registered businesses).
Do I need a customs broker to import racking into Mexico?
Yes — imports into Mexico must clear through a licensed agente aduanal who files the pedimento. Engage one with project-cargo experience at your port of entry (Manzanillo, Lázaro Cárdenas, Veracruz or Altamira) before the shipment departs.
Which design standard applies to warehouse racking in Mexico?
Mexico has no dedicated racking design code; automated and high-bay projects are typically specified to FEM 10.2.02 / EN 15512 or RMI by the integrator or insurer, while workplace safety obligations fall under NOM-006-STPS-2014. Seismic design inputs are essential — provide the project address in your RFQ.
